Windows Server 2016 not displaying Roles and Features Refresh failed Server Manager

First
Rename the registry Key HKLM\SOFTWARE\Microsoft\ServerManager\ServicingStorage\ServerComponentCache
to
HKLM\SOFTWARE\Microsoft\ServerManager\ServicingStorage\ServerComponentCache.OLD

The key will be re-created when you start the Server Manager again. Check if it is working?
